Our LECTURERS

Usec. Gerard Chan currently serves as the Undersecretary for Procurement of the Department of Education (DepEd). Previously, he was the Chief Privatization Officer of the Department of Finance – Privatization and Management Office. He also served as the Assistant Secretary for Procurement and the Director for Legal Service of the Department of Transportation. Prior to joining government, he worked as an Associate at the ACCRA Law Office and a Consultant at the Asian Development Bank Administrative Tribunal. He is also a member of the faculty of the College of Law of the University of the Philippines and the University of the East where he teaches various Civil and Commercial Law subjects.
He obtained his Bachelor of Laws degree from the University of the Philippines (cum laude) and his Bachelor of Science in Legal Management degree from the Ateneo De Manila University (cum laude). He obtained his Master of Business Administration degree from the University of Bradford and his Master of Laws Degree from the University of Durham in the United Kingdom as a British Government Scholar. He also obtained a Diploma in Development Management from the Development Academy of the Philippines under the Public Management Development Program.
