Dr. Attorney Noel Guivani Ramiscal

Dr. Attorney Noel Guivani Ramiscal is a digital evidence legal analyst, cybersecurity and data privacy consultant, cyber ethicist, and legal futurist. His cyberlaw expertise has been recognized in Philippine cybercrime courts where he appears as cyberlaw expert witness.
He holds a Doctor of Philosophy (Ph.D) in Law, and a Master of Law (Advanced) degree with High Distinction (the equivalent of Summa Cum Laude) from the University of Queensland (UQ) via scholarships from AUSAID and the Australian International Postgraduate Research Scholarship Programs. He obtained his Bachelor of Laws, and BA Philosophy (cum laude), degrees at the University of the Philippines, Diliman. He completed a Certificate Executive Information Technology Course at the Asian Institute of Management under a Philippine Computer Society scholarship. He is the holder of several grants and fellowships which include the Freeman Foundation Fellowship.
In Australia, he worked as a legal consultant, conducted tutorials, and taught part time, the “Law and Internet” classes at the T.C. Beirne Law School of the University of Queensland. In the Philippines, he had worked in the judiciary, in multinational companies, and in the academe. He served at the UP Los Baños (UPLB) College as a University Prosecutor (where he successfully prosecuted hundreds of cases, most of which had electronic evidence components), an Associate Professor, and as Program Development Associate of the UPLB Information Technology Center. He served as Technical Consultant for several government agencies including the former Commission on Information and Communications Technology (CICT) which became the Department of Information Communication Technology. He critiqued the consolidated cyberprivacy and cybercrime bills at the instance of then CICT before these were passed as laws (Republic Act 10173 and Republic Act 10175, respectively).
He is an award-winning poet, artist, blogger, designer of leather luxury goods and jewelry, and an advocate of the human rights of women, indigenous, and LGBTQIA+ peoples. His legal articles, professional work and advocacies had been recognized by several award giving bodies in the Philippines and abroad. He has written two books of poetry and three law books, all of which were peer reviewed and already sold out. His fifth book entitled “Cryptology: The Law and Science of Electronic Secrets and Codes” was published by the UP Institute of International Legal Studies. It was the first and only Philippine law book that examined the legal issues concerning cryptography, the technology that secures blockchains and cryptocurrencies.
