Atty. Erickson H. Balmes was a Deputy Insurance Commissioner of the Insurance Commission from September 2019 until December 2023. Previously, he served as an Undersecretary for the Department of Justice from 2016 to 2018. Aside from being a dedicated public servant, Atty. Balmes is also an accomplished author, with two published works to date namely, Insurance and Pre-Need, Relevant Questions and Answers and Take Notes on the Insurance Code and Pre-Need Code of the Philippines, 2022 Edition (Central Bookstore), and Ethics,Relevant Questions and Answers in Legal and Judicial Ethics, A Pre-Week Companion, 2021 Edition (Central Bookstore).

In 2023, Atty. Balmes became a Hall of Fame Awardee of the Insurance Commission Program on Awards and Incentives for Service Excellence-PRAISE for obtaining at least Three (3) IC Praise Award in the span of more than Five (5) years.

In 1995, Atty. Balmes obtained his degree in Political Science from Ateneo de Manila University. He then obtained his Bachelor of Laws from Arellano University in 2002. Atty. Balmes has been providing MCLE lectures about Legal and Judicial Ethics. Further, he has been a faculty member of numerous academic institutions, including Centro Escolar University, Arellano University, University of the East, San Sebastian College, Far Eastern University, and Polytechnic University of the Philippines. He is also a Bar Reviewer in Legal and Judicial Ethics, and Commercial Law.
