Dean Salvador Moya is the Founding Dean of Tomas Claudio Colleges, College of Law, the first law school in the province of Rizal. He has also been the Managing Partner of Moya Ablola Ebarle Law Firm since 2006.

Dean Moya finished his Bachelor’s degree in Commerce major in Accounting from the University of Sto. Tomas. In 1993, he obtained his Bachelor of Laws from San Sebastian College – Recoletos. In 2016, he finished his Master of Laws from the Pamantsan ng Lungsod ng Maynila – Graduate School of Law. Subsequently, he obtained his Doctor of Civil Law from the University of Santo Tomas – Graduate School of Law where his dissertation entitled “Critical Analysis of Criminal Appeals to the Philippine Supreme Court: Basis for Procedural Uniformity Framework” was awarded with a grade of “Meritus” (Cum laude). In 2023, he was conferred with Doctor of Humanities, Honoris Causa by Instituto Educando Para a Paz-Philippines.

Dean Moya has dedicated most of his life as a member of the academe, teaching in various academic institutions, such as University of the Philippines College of Law, New Era University College of Law, Polytechnic University of the Philippines College of Law, and UST-Faculty of Civil Law. He also serves a Bar reviewer in different review centers in the Philippines. For his dedication and service, he is the recipient of the Natatanging Abugadong Bulakenyo awarded by the Integrated Bar of the Philippines (IBP), Gat. Marcelo H. del Pilar, Bulacan Chapter for the years 2017, 2018, and 2021, respectively.

Dean Moya is also an accomplished author with multiple published books and works, including The 2000 Rules of Criminal Procedure, Notes and Cases (2017 Edition), The Revised Guidelines on Continuous Trial in Criminal Cases in Relation to the 2000 Rules of Criminal Procedure, (2018), and Notes and Cases in Criminal Law, Book I (Articles 1 to 113) published in 2020. He also gives regular MCLE lectures on Evidence, Trial Advocacy, and Modes of Discovery.
